The fundamental premise of establishing the HSRCs was to expand the knowledge and current state of the art of scientific principals on hazardous substance handling, reduction, assessment and management. Since that point in time the Center's have expanded to include technology transfer, community outreach and training on a variety of research products formulated from the five centers. NHSRC's original focus was on the study of thermal processes to aid in our understanding of byproducts produced during incineration activities. NHSRC researchers have also been the National leader in technology transfer activities, which have lead to the formation several programs geared at transferring technology, whether intellectual or physical, into the public domain.

Programs to assist communities, TOSC and TAB, in understanding the process of clean-up and assessment as well as new technology and its role in facilitating the handling of contamination was initiated by NHSRC and continues today.
